My point about row 13 is that after JEANS there is an A at 12c giving opponent a higher potential score for a 2 or 3 tile play from 13b. I'll grant that it will be harder for opponent to make such a blocking play after JEANS (TWA, SH) than after JA(n/d)ES though. Not a major consideration for me, as I think the improved access to row 11 is much more important.
