help ratings

This server maintains ratings of player strengths based on the outcomes of
rated games in several databases, possibly including: dops english french
sowpods.  Technically speaking, it uses a modified Elo algorithm with
a standard deviation of 400/sqrt(2) and the following multipliers:

                   1-5 6-10 11-25 26-49 50+
          1-1799   n/a  100   50    30   20
player 1800-1999   n/a  100   50    24   16
rating 2000+       n/a  100   50    15   10
