Director's call: A player exchanges two tiles when there are only three in the bag. Ruling: Under WESPA rules, the "right to challenge an illegal exchange survives until an unwanted tile is returned to the bag". This is presumably because there is an onus on each player to be vigilant and to notice and report infractions in a timely manner. No penalty is assessed. Director's call: The previous complainant is excused of quickly exchanging tiles as soon as the previous ruling had been delivered. Ruling: In the previous case, there was a presumption of innocence on the part of the exchanger; in this case, the exchanger deliberately performed an illegal, unethical act. They are advised that such behaviour normally results in forfeiture or ejection, but in this case the players will be required to follow the NASPA procedure for illegal exchanges, in which all of the exchanger's tiles and all of the tiles in the bag are exposed, and the opponent is allowed to choose which tiles go where.
